中文摘要	干旱区城镇受自然地理格局影响而带有鲜明的绿洲特色,表现出规模小、团块状布局、首位度高等地域性特征,发展过程中资源环境约束明显,中心城市集聚带动下的多中心、组群式发展是干旱区绿洲城镇化的主要路径。干旱区绿洲城镇化高质量发展是安全韧性、创新活力、宜居宜业、特色鲜明、多元融合的质量提升过程,是绿洲城市绿色、活力、宜居、人文、融合建设的有机统一。推进干旱区城镇化高质量发展应结合边疆和多民族区域发展目标,补齐城镇发展短板,并在关键瓶颈问题上有所突破:①增强中心城市集聚带动作用,依托绿洲城镇组群,推动绿洲城镇网络优化;②促进产业集聚,推进北疆产业集群和南疆民生型产业发展,激发城市创新活力;③强化开放型城镇功能,发挥纵深配置的边境城镇体系的组织协作;④加快南疆就近城镇化布局建设;⑤提高绿洲城镇水资源开发利用能力。
英文摘要	Affected by the natural geography,towns in arid areas have distinct oasis characteristics,and present the regional characteristics of small scale,block layout and high urban primacy index.Resources and environment constraints are obvious in the process of urban development in arid areas.The polycentric and grouplike development driven by central city agglomeration is the main path of oasis urbanization in arid areas.The high-quality development of oasis urbanization in arid area is the quality improvement process of safety resilience,innovation vitality,livable and suitable for work,distinctive features and diversified integration,it's also the organic unity of green,safety,vitality,habitability,humanities and integrated construction of oasis city.Based on the requirements of high-quality development,the construction of urbanization livable in the arid region of Xinjiang is relatively superior but lacks of development vitality,the gap between urban and rural areas is still prominent.Advancing quality of urbanization development in arid areas is on the basis of following the objective law of urbanization development and the regional feature of the oasis urbanization,combines the development goals of border areas and the multi-ethnic regions and addresses the urban development weaknesses.Furthermore,some breakthroughs have been made in the key bottleneck problems:1) It is relying on oasis town group to promote the optimization of oasis town network,and enhances the driving role of central city agglomeration.2) It should promote industrial agglomeration,accelerate the development of industrial clusters in northern Xinjiang and livelihood industries in southern Xinjiang,and inspire the innovation vitality of the city.3) Which need to strengthen is the open function of cities and towns and giving full play to the organization and cooperation of the border town system with deep allocation.4) It is indispensable to accelerate the construction of nearby urbanization layout in southern Xinjiang.5) It is improving the development and utilization capacity of water resources in oasis towns.
