中文摘要	北方农牧交错带实施积极应对人口老龄化战略,迫切要求关注老龄化的耕地撂荒效应。文中分析区域老龄化现状,探讨老龄化的撂荒效应,揭示农户耕地利用意愿及困境,结果表明:1)北方农牧交错带老龄化系数为13.61%,增长速度加快,高于全国水平,农村老龄化程度高于城镇。2)老龄化严重区县耕地撂荒较多,村庄老龄化系数与撂荒率成正相关。全市农户撂荒率为28.21%,65岁以上撂荒率为30.88%,劳动能力下降的农户限制于劳作面积、耕地片区,优先撂荒旱地、坡地。3)自然条件差及流转机制不完善阻碍撂荒地利用,退耕工程缺乏撂荒地的考量,且老龄人口与年轻人口耕作意愿存在断层。为减缓老龄化的撂荒效应,应建立撂荒地与退耕的转换体系,确定宜耕区及生态种植模式等以鼓励年轻人发展农业。
英文摘要	In the implementation of the strategy that actively coping with population aging in the northern farming-pastoral ecotone,it is urgently required to pay attention to the farmland abandoning behavior of aging farmers.In this paper,the situation of aging and its effects on farmland abandonment were analyzed,and farmers' willingness and dilemma of abandoned land utilization was revealed.The results show that:1)The aging coefficient in northern farming-pastoral ecotone is 13.61%,and the growth rate is accelerating,which is higher than the national level.The aging degree in rural areas is higher than urban.2)There is a positive correlation between the aging coefficient of villages and the farmland abandonment rate.The farmland abandonment rate for farmers is 28.21%,and the abandonment rate for farmers over 65 years old is 30.88%.Farmers with reduced labor capacity are limited to the areas and the number of farmlands,giving priority to abandon arid and sloping land.3)The poor natural conditions and the imperfect land transfer mechanism hinder the reuse of abandoned land,the farmland conversion project lacks the consideration of abandoned land,and there is a gap between the willingness of the elderly and the young.In order to slow down the farmland abandonment caused by aging,a conversion system between abandoned land and returning farmland to forest should be established,suitable farming area and ecological planting modes also should be determined,so as to encourage young people to engage in agriculture.
