英文摘要	Throughout time, nature has been the basic condition of life's existence, and given these original characteristics, it has provided the production of goods to satisfy the needs of every manifestation of life. The need to protect the areas are lung in urban areas. Therefore, it is legally obligatory to protect the forests as an Area of Conservation and Sustainable Use of the Province (ACUS), and to adhere to the special national legal regime for the respective incorporation. For this study, the method known as Diffuse Cognitive Maps has been used, which are degrees directed to represent relationships between concepts. This first phase classifies each variable studied according to its influence on the others in terms of transmitting (it does not depend on another and the others depend on it), receiving (it depends on others and none depends on it), ordinary (it is both dependent on others and others depend on it). In the second phase, the Neutrosophical AHP is applied to evaluate the situation of Santo Domingo in this aspect. The Neutrosophical AHP provides weights to each criterion to evaluate the general situation of untimely dismissal, which are used to obtain a final value once the experts make the evaluations.
