英文摘要	The South African Constitution has enshrined water as a right, but not sanitation. The United Nations have adopted legally binding resolutions on human rights with respect to safe drinking water and sanitation. The question is whether these rights can be achieved in arid regions with a growing population and a weak economy. Sanitation is not only a technical issue, but also includes socio-economic, political, cultural, psychological, and ethical aspects. Furthermore, definitions of acceptable sanitation options are ambiguous, and available statistics are often unreliable. Several available sanitation options, and the need to change mindsets, will be highlighted. If a human rights approach is considered, solving the problems associated with service provision requires an interaction between science, government, private sector manufacturers and community engagement, to offer sustainable choices. The article explores sanitation options and policy challenges in the arid and semi-arid regions of South Africa and Namibia. The recent severe droughts in Southern Africa make these international insights critically relevant for policy-makers in these countries.
