英文摘要	This paper aims to recover and discuss the peasants'struggle by water in an rural settlement. The Acaua settlement is located in the Sertao of Paraiba. It was the first settlement of the Sertao of Paraiba that organized the fight for water access from a transposition channel, built to meet the needs of irrigation in the region. The research is based on secondary and primary sources. The text is divided into two parts. The first one deals with state interventions to combat drought in the Brazilian northeast. The second one shows that the confrontation between the settlers and the state around the access to water came after the fight by land and it is a step in the process of overcome the "territories of exploitation". These territories are present in semi-arid zone of Paraiba since the colonial period. They have improved with the concentration of water promoted by the state on the latifundium's land, ensuring and perpetuating the economic, cultural and political dependency of the peasants. For the consolidation of a "Territory of Hope" in Acaua it is necessary to break the secular monopoly of land and water to ensure its democratic and equal access.
