英文摘要	Population displacement, when induced by political authority, often bears negatively on the people concerned. Thanks in part to such forced, and later spontaneous, displacements, however, the Phounoy, a 35,000-strong mountain minority of swiddeners speaking a Tibeto-Burman tongue, are now able to secure their dominant standing in Phongsaly province, northern Laos. Forced migrations, starting in the 1960s, at first brought about disastrous effects for those who left as well as for those who stayed put, and altered the extant demographic situation (deserted mountainous areas, saturated plains areas, booming urban centers). Sequels are still strongly felt in mountain villages, leading the remaining residents to leave, too. This article, by examining migratory phenomena, exposes the practical and ideological constraints to which the Phounoy were submitted, and shows how this people was able, nevertheless, to control its migration and turn it into a positive factor. The Phounoy could then restore their privileged situation amongst their region's other mountain peoples, as well as a status commensurate to their desire for integration.
