| 英文摘要 | Even though urbanization is increasing at a rapid pace, most of the world's poor people still live in rural areas. Thus anyone concerned for the poor should have a strong interest in rural development. A second reason for giving appropriate attention to the rural sector is the enormous challenge facing developing countries, which have to satisfy the nutritional needs of their growing populations. The production increases of recent decades have been significant, as a result in part of expansion in area and in part of increases in productivity. However, negative side effects - deforestation, desertification, salinization - may impair the capacity to produce increasing amounts of food in the future. Clearly, much more attention needs to be paid to increasing productivity without negatively affecting natural resources and the environment. In this book, we have included chapters that summarize applied research on ways to meet the challenge. We have grouped the chapters into three parts. The first one takes a policy perspective, the second takes an institutional and social perspective, and the third looks at rural development mainly from a technical perspective. In actuality, all three are intertwined. Each of the three parts opens with an introduction and summary. The chapters in part I discuss policy perspectives and make the case that an appropriate policy framework is essential to achieving sustainable rural development. The chapters in part II approach rural development mainly from an institutional and social perspective. They make the case that sustainable rural development must be participatory and decentralized and that it must address gender issues (for productivity and other reasons) and not shy away from sensitive issues like land reform. Part III of the volume addresses a number of topics mainly from a technical perspective, while demonstrating the importance of appropriate policy and institutional frameworks as well. |
