In this paper, regional allowable evapotranspiration was set to be the water consumption objective. Regional water-saving was extended from the original focus only on the amount of water-savings to real water consumption savings by establishing water balance mechanism based on ET, improving water use efficiency and the production efficiency on the conditions of the same water consumption. The first step is to determine the regional targets of ET, using water balance principle; The second step is to determine the controllable and uncontrollable ET as well as the allowable evaporation in the region; The third step is to realize the balance between the regional actual evapotranspiration and the evaporation capacity by adjusting the controllable ET; Lastly, taking target ET in the eastern plain area of Handan City, Hebei Province for example, the water allocation method based on the ET index was used in semi humid and semi arid regions.
