Drought or water shortage is the key problem one of the main factors in the arid and semi arid areas, which restricts the yield of food as well as the development of agriculture and economy. The water use efficiency (WUE) should be improved for the crops. The drought-resistance principle, water requirement rules and characteristics'of water consumption of proso millet have been revealed from different levels for water-saving cultivation. The main, water-saving cultivating techniques include Land Consolidation Technology, No-tillage Technology, Saving-water Irrigation Technology, Anti-transpirant Technology, Coverings Technology, Saving water Planting Technology, Water-fertilizer Coupling Technology, the Use of Drought Resistant Varieties and Dry Farming Cultivation, etc. Nowadays, the study and use of water-saving cultivation on proso millet, have still many problems, being in low level compared to those of other crops. In order to get drought-resistance varieties and high yield of proso millet, scientists should focus on. deep synthesis technologies of water-saving techniques for this crop.
