Water resources are very important to the sustainable development of an and region. Using water optimally has decisive strategic sense for realizing the targets of integrated planning and perspective year's planning. Based on water resources available in the study area, the scientific schemes of water resources allocation are given by the multi-objectives programming model. Preponderant industry structures are confirmed by the input-output model and the water demands of them are ensured with a small quantity of groundwater. Sur-face water is allocated optimally under water supply with probability of low level and average level and high level. Different priority levels are set for four schemes on the high level probability called WAP-GI, the optimal and appropriate scheme is selected by AHP technique in this paper. The results show that the economy development and environment improvement can be supported effectively by the optimal allocation schemes of water resources.
