Northeast semi-arid region is one of the main parts of the north dry farming area, and most parts of which have less surface water resources, climate variations, long period of winter, windy spring and intensive evaporation. Annual rainfall is 250mm similar to 500mm with large annual and interannual variability, which is mainly concentrated in summer, and the precipitation from June to September accounts for 70%similar to 80% of the total. Drought in spring and summer often occurred, accompanying with serious soil erosions, such as wind erosion and water erosion. It is the region that is most fragile in china. From the point of sustainable development, based on the analysis of soil and water resources conditions, characteristics of the disasters and the main problems existed in dry-farming and water-saving agriculture in the northeast semiarid region, the countermeasures of dry-farming and water-saving agriculture development were proposed in the paper.
