The Loessial Plateau is facing serious eco - environmental problems in the following aspects: the sod and water losses, the vegetation destruction, the land desertification, the eco - system vulnerability and etc. Based on the analysis of the mechanism and driving - force of the eco - environmental change, this essay has established new ideas to implement the ecological restoration in the Loessial Plateau, including its concept, connotation, approach, compatibility and other contents, and presented the social developing status and the natural ecology conditions. The request for soil exploration as the result of the economy development and population increasing, the ecological water demand of vegetation and the carrying - ability of water resources must be taken into account to implement the ecological restoration. It should combine with eco - environmental construction projects in the places where are unfit for the ecological restoration. Furthermore I the eco environmental construction must be carried out according to the principle as "Close the areas where should be closed and control the areas where should be controlled" to keep the sustainable development of the population, environment and resources.
