山地自然遗产价值体系研究——以新疆天山为例

中文摘要世界自然遗产是地球演化过程中形成的具有突出科学与美学价值的自然精华区域,是全世界公认的自然保护地顶级桂冠,有效地保护了全球最为重要的地质遗迹、地貌类型、生态系统、濒危物种栖息地和精华景观。由于存在对遗产价值认识不清,导致申遗失败或申遗之路漫长;边界划分不合理、过度开发和保护管理不当等问题导致一些世界自然遗产面临摘牌警告。新疆在全球具有独一无二的地理特征、生态系统和自然景观,但目前尚无一处世界自然遗产。天山是世界遗产未来优先发展区域之一,至今还没有以天山为载体的世界自然遗产。基于新疆自然遗产资源保护的迫切性,和科学基础研究薄弱、遗产价值认识不清的现状,本文以山地自然遗产价值为研究对象,从世界自然遗产申报和遗产价值保护的角度,构建山地自然遗产价值分类体系框架和山地自然遗产价值评估体系框架,为其他区域申报世界自然遗产提供理论借鉴。以亚欧内陆干旱区的新疆天山为研究区,分析新疆天山自然遗产价值要素,评估其全球突出普遍价值,为新疆天山申报世界自然遗产提供科技支撑。 本文主要内容和结论如下: 第一,基于山地自然遗产资源科学基础研究,从地多样性、生物多样性和景观多样性三个方面进行山地自然遗产价值科学基础研究。结合世界遗产全球地质框架、世界遗产全球生物生态分类体系和IUCN美学价值指导原则,进行山地自然遗产价值要素分类研究并揭示价值要素间相互作用关系,在此基础上,构建山地自然遗产价值分类体系框架。 第二,在山地自然遗产价值分类体系研究的基础上,依据世界自然遗产突出普遍价值的评估标准,提取山地自然遗产潜在的地学、生物生态学和美学价值。通过选取对比路径、提取对比因子、构建对比框架,进行遗产价值对比分析研究,以确定满足的自然遗产价值评估标准。从价值整体性、价值无缺憾性和价值不受威胁性三方面进行遗产价值完整性评估研究。从法制管理、边界划分、缓冲区设置、管理体制、遗产监测、遗产展示等方面进行遗产价值保护管理评估研究。在此基础上,构建基于价值标准评估、价值完整性评估和价值保护管理评估的山地自然遗产价值评估体系框架,系统探寻山地自然遗产全球突出普遍价值的评估路径。 第三,从自然地理、地质构造、地貌特征、生物生态、自然景观与自然美、人类活动与历史等方面开展新疆天山自然遗产资源科学基础研究。以山地自然遗产价值分类体系框架为理论指导,系统分析新疆天山地学、生物生态学和美学价值要素。 第四,以山地自然遗产价值评估体系框架为理论指导,进行新疆天山自然遗产价值评估研究。提取新疆天山潜在的地学、生物生态学和美学价值,分别与全球山地世界遗产、亚洲干旱区其他大型山脉、境外天山及列入世界自然遗产预备清单的天山保护地进行对比分析,确定新疆天山符合自然遗产标准vii、标准viii和标准ix,同时新疆天山也满足完整性和保护管理要求。因而,新疆天山自然遗产具有全球突出普遍价值。
英文摘要The world natural heritage site is where the outstanding universal physical elements converge and is recognized around the world as the top one among the natural protected areas, which conserve the globally significant geological relics, geomorphological types, ecological system, habitat of endangered species and landscape in an effectively way. The lack of knowledge of heritage value became an obstacle for the successful inscription on the world heritage list; and in consequence of unreasonable boundary demarcation, excessive development and improper protection and management, some of the world natural heritage sites were delisted card warned. At present, there is no world natural heritage in Xinjiang where the globally unique geographical features, ecological system and natural landscape distributed. Priority is given to Tianshan to be the world heritage where no site was inscribed by now. Urgency of natural heritage resource protection in Xinjiang is hindered by insufficient scientific research and confused understanding of heritage values. The paper focuses on the values of mountainous heritage sites, and it constructed a value classification system framework of mountainous heritage as well as an evaluation system framework, which will be a theoretical back for the other sites. In case of Xinjiang Tianshan, the paper analyzed the outstanding universal value as well as its indicators, which will be a technically support for Xinjiang Tianshan’s declaration of world natural heritage. Content of the paper are as follows: First, basic research on mountainous natural heritage resources is undertaken in three dimensions as geo-diversity, biodiversity and landscape diversity. Based on the global geological framework of world heritage, global biological and ecological classification system of world heritage and IUCN’s guiding principle of aesthetic value, the paper researched on classification of the value indicators of mountain natural heritage and revealed their interactions, and in consequence a classification framework of mountainous natural heritage value was formed. Second, based on the study mentioned above and the criteria of OUV, the geological, ecological and aesthetic values of mountains are extracted. Through selection of comparing path, extraction of comparing indicators, construction of comparing framework, a comparative study on the heritage value was carried out. Integrity of heritage value is assessed from its completeness, perfection and safety. Protection and management is appraised from the legal management, boundary demarcation, buffer zone arrangement, management system, heritage monitoring heritage presentation and so on. Then, an evaluation system was formed based on the criteria evaluation, integrity assessment and protection and management assessment to explore the evaluation path of the OUV for mountainous natural heritage. Third, basic research on Xinjiang Tianshan natural heritage resources is undertaken from the physical geography, geology, geomorphology, biology and ecology, natural landscape and natural beauty, human activities and history. According to the evaluation system constructed above, the paper systematically analyzed the indicators of geological, biological and ecological values of Xinjiang Tianshan. Fourth, taking evaluation system framework as the theoretical guidance, Xinjiang Tianshan is evaluated. Geological, ecological and aesthetic values of Xinjiang Tianshan are extracted and after compared respectively with the mountains on the world heritage list, other large mountains in arid area in Asian, outbound Tianshan and protected areas on the tentative list, Xinjiang Tianshan is defined to meet criteria vii, viii and ix and meet the requirements of integrity and conservation. Thus, Xinjiang Tianshan is of outstanding universal value.
