中文摘要 | 在传统城市发展模式遭遇全球变暖、资源耗竭、水资源短缺、失业增加等困境的今天,资源型城市作为城市的特殊类型,因其经济发展方式粗放、高度依赖自然资源、环境污染和生态破坏严重、社会问题突出等困境受到比其他城市更为严峻的挑战。生态城市作为城市可持续发展模式以及人类理想居住地受到越来越广泛的认可,并在实践中产生了显著的社会、经济、生态效益。因此,探讨如何通过生态城市建设促进资源型城市可持续发展就成为研究者和城市建设者面临的迫切任务。\n本文选择西北干旱区煤炭资源型城市石嘴山市为研究对象,围绕“现有城市发展模式不可持续——向生态城市转型——生态城市模式构建——城市可持续发展”的主线,综合运用生态经济、城市地理、产业经济、可持续发展理论,以及生态足迹、统计分析和GIS等方法,剖析石嘴山城市发展中的症结,揭示资源型城市城市化与生态环境互动机理,提出石嘴山生态城市总体发展模式设想,并进行了具体生态城市模式构建。该研究取得了如下进展:\n1.城市生态系统可持续发展评价与趋势预测。(1)自然生态环境评价与经济社会发展评价表明:石嘴山市是地处西北干旱区、生态环境本底脆弱的典型煤炭资源型城市,煤炭资源濒临枯竭,城市发展急需转型。(2)土地利用景观变化分析表明:多年来粗放式经济增长方式以及以煤炭为核心的产业结构已经导致草地大面积减少和退化,城镇以及工矿用地快速增加导致生态环境破坏严重,城市生态系统安全度降低。(3)时间序列生态足迹分析表明:石嘴山市生态足迹超载严重,其根源是以煤炭资源为核心的粗放式经济增长方式。总之,石嘴山城市生态系统处于严重不可持续发展状态,如果依照现有趋势发展下去,城市发展可能陷入矿竭城衰的危机。反之,如果从现在开始走生态城市发展道路,城市将会逐渐走上可持续发展轨道。\n2.在石嘴山生态系统可持续性综合评价的基础上,结合资源型城市发展阶段以及循环经济在促进资源型城市转型中的重要作用,提出以区域资源为依托的循环型生态城市发展模式是石嘴山可持续发展的理想选择。\n3.在对石嘴山生态城市发展模式进行机理分析的基础上,分别从循环型生态产业体系、生态人居环境、生态文化建设三方面进行了生态城市具体模式的构建。对生态城市发展模式中的一些特定领域效益分析表明:石嘴山生态城市发展模式的经济、社会和生态效益明显,能够促进城市可持续发展。\n4.鉴于研究区域在西北干旱区以及资源型城市中的典型性,石嘴山生态城市发展模式对于西北干旱区城市以及类似煤炭资源型城市可持续发展具有重要的借鉴意义。 |
英文摘要 | At present,the traditional cities’ development patterns have been encountering such difficulties as global warming, resource exhaustion, water resource shortage and increase of unemployment. The resource-based cities, as a special type of cities, have been challenged more severely than other types of cities, with their characteristics such as extensive mode of economic development, high dependence on natural resources, environmental pollution, severe ecological damage, serious social problems etc.. As the result of solving the difficulties those cities are facing with, the ecological cities, which are regarded as sustainable urban development pattern and ideal residence, are getting to receive more and more concerns, and have brought significant social, economic and ecological benefits in practice. Therefore, it is an urgent task for researchers and urban constructors to discuss how to promote resource-based cities’ sustainable development through the construction of eco-city.\nShizuishan city, a typical coal-resource-based city in the arid areas of Northwest China, was chosen as a study object in this paper. It was the main line that is: “existing unsustainable urban development pattern——transformation to eco-city——construction of eco-city development pattern—— sustainable development of urban”. Some methods were applied comprehensively such as ecological footprint, statistical analysis methods and GIS etc. in order to analysis the existing cruxes in the development of Shizuishan city, to reveal the interactive mechanism between resource-based cities’ urbanization and eco-environment, to put forward a general development pattern conception of the eco-city (Shizuishan ), and to set up specific eco-city pattern.\nThe main conclusions of this paper are as follows.\n1. Evaluation of sustainable development and trend prediction of urban ecosystem. ⑴ Evaluation on natural ecological environment and economic and social development of cities showed that Shizuishan city was a typical coal–resource-based city in the arid areas in northwest China, with the fragile eco-environment, coal resource in the verge of depletion and urban development in urgent need of transformation. (2) Analysis on land use and landscape changes proved that: The long-term extensive mode of economic growth and coal-resource-based industrial structure have resulted in degradation and reduction of grassland. Rapid increases in city and industrial land have severely damaged the ecological environment. The safety of urban ecosystem has been reduced. (3) Analysis on ecological footprint of time series suggested that: Shizuishan city’s ecological footprint was overloaded severely due to its extensive mode of economic growth taking coal resource as its core. In summary, ecosystem of Shizuishan city has been in the state of serious unsustainable development. Moreover, the city will sink into a crisis of mineral exhaustion and urban depression if it develops with the current trend. Conversely, the city will follow a sustainable development way step by step if it is on the track of eco-city development. \n2. Based on comprehensive evaluation concerning ecosystem sustainability in Shizuishan city, combining with development stages of resource-based city and the key role recycling economy played in promoting the transformation of resource-based city development pattern, the author puts forward that the ideal choice of sustainable development of Shizuishan city is cycling ecological city development pattern that relies on regional resources mostly. \n3. On the basis of mechanism analysis on eco-city mode in Shizuishan city, the author built up a concrete pattern for eco-city from three respective aspects i.e. cycling eco-industry system, eco-living environment, and eco-cultural construction. The analysis of domain-specific benefits existing in eco-city development pattern indicated that the eco-city development pattern in Shizuishan city would bring the remarkable economic, social and ecological benefits which could promote the city’s sustainable development.\n4. Because the study object in this paper is representative in the arid areas of Northwest China and among the resource-based cities, the author holds that Shizuishan city’s eco-city development pattern is a great significant reference for the sustainable development of cities located in the arid areas of Northwest China and the other coal-resource-based cities. |
