| 中文摘要 | 西部地区是我国21世纪区域发展战略重点区域，在国家可持续发展战略中处于重要地位。西部区域经济水平低且发展不平衡，为了快速发展经济，很多地区自然资源被过度开发，生态环境破坏严重。如何协调西部地区经济发展与生态环境保护、提升区域可持续发展能力，是生态经济与管理领域重要的研究方向。\n本文探讨了西部地区气、水、人口、经济、土地等生态环境要素以及森林、草地、荒漠、农田等典型生态系统的演变特征，分析了西部地区资源承载力、水土流失、荒漠化、盐渍化、冻融侵蚀、环境污染、、自然灾害等重要生态环境问题及其演变趋势，提出了西部退化生态系统综合整治技术发展战略，明确了西部生态系统现状调查与生态功能评价、重大工程生态影响及工程建设相关生态问题研究、西部生态系统退化机理以及致灾机制、退化生态系统综合整治关键技术及生态系统管理、内陆河流域生态管理、西部生态系统监测技术研究、人工生态系统稳定机制等七大优先任务，以及西部生态系统现状分析与演变趋势研究、西部生态系统退化与恢复机制研究、综合整治关键技术研制和模式开发、生态系统管理的理论与方法研究等四个战略重点，为西部地区生态环境保护和综合整治、区域协调发展提供了决策参考。 |
| 英文摘要 | The west of China is the strategic emphasis of economic development in 21st century, and plays a significant role. The social and economic development in this area relates to the economic development not only for the area itself, but for the whole nation. However, due to different natural conditions and weak foundation in this area, there exist some problems such as low regional economic level and unbalanced development. As a result, many places exploit natural resources extremely and eco-environment has been destroyed overwhelmingly. Therefore, it is a main problem how to unify the goals of eco-environment protection and economic development and to ensure the sustainable development of this area.\nIn this paper, some eco-environment factors, such as climate change, water resource, demography, economy, land use, biodiversity, etc, and the change characteristics of forest ecosystem, grassland ecosystem, desert ecosystem, wetland ecosystem, farmland ecosystem, and development of urban and rural area were analyzed. In addition, some important ecological problems and developing trends in this area were analysed, regarding resource carrying capacity, soil erosion, desertification, stone desertification, soil salinization, environmental pollution, biodiversity loss, disasters, freeze-thaw erosion, mining, etc. Based on this, the guiding principles and strategic goals concerned with integrated management technique development of degraded eco-system in this area were proposed. And priority tasks were defined, namely baseline survey and evaluation of ecosystem function, research on eco-impact of grand projects and other ecological problems related to project construction, ecosystem degradation and disaster-causing mechanism, key management techniques for degraded eco-system and ecosystem management, ecosystem management of inland river basin, studies on monitoring techniques of ecosystems, and investigation on stabilization mechanism of artificial ecosystem. Besides, four strategic focuses are determined, including confirming the baseline and tread of ecosystems in this area, clarifying mechanism of ecosystem degradation and management, investigating integrated management techniques and models, and developing theories and methods of ecosystem management. |
