| 英文摘要 | In this MBA project, the authors examine Air Force and Army Financial Management operations in the contingency environment. The project focuses on the transformational ways of comptroller operations. This report provides a brief history and lessons learned from World War II to the present, current Army and Air Force deployed financial management operations, and ways to obtain jointness through increases in interoperability, organization, and ’reachback’ capability. Following an introductory chapter, Chapter II provides a history of, and lessons learned, from combat comptrollers from World War II to the present. Chapters III and IV discuss the U.S. Army and U.S. Air Force concept of operations, respectfully. They define how financial and resource management personnel are presented to the combatant commander. Training is highlighted to guarantee a capable force to the combatant commander. Lastly, the current contingency concept of operations is presented. These chapters are important because they highlight the difference between services in organization and employment of forces. Strength and weaknesses discussed in these chapters also play a large role in the recommendations in Chapter V. This is becoming more important with increased individual augmentation, which is discussed later in this chapter. The organization and employment of forces are the rationale for some of the recommendations. Chapter V discusses the recommendations, which are based on lessons learned and the overall effectiveness of the two services in contingencies. The recommendations cross the planning spectrum and pertain to areas like Mobilization, Unity of Command and Effort, Benchmarking Finance Command, and Theater Finance Cell, One Installation One Commander, Central Processing, Manual Operations, and Modularity. Leadership is integral to all of these recommendations. |
