| 英文摘要 | During the 1990s, defense spending was cut in order to provide a ’peace dividend’. The United States also embarked on an ambitious national security strategy of global engagement that would see American forces deployed worldwide on an unprecedented scale. Increasingly scarce defense funds were deovted to maintaining current readiness at the expense of investment in research, development and acquisition. |
