英文摘要This report identifies and characterizes social and institutional issues that would be relevant to the siting, licensing, construction, closure, and postclosure of a Greater-Than-Class-C low-level radioactive waste (GTCC LLW) disposal facility. A historical perspective of high-level radioactive waste (HLW) and LLW disposal programs is provided as an overview of radioactive waste disposal and to support the recommendations and conclusions in the report. A characterization of each issue is provided to establish the basis for further evaluations. Where applicable, the regulatory requirements of 10 CFR 60 and 61 are incorporated in the issue characterizations. The issues are used to compare surface, intermediate depth, and deep geologic disposal alternatives. The evaluation establishes that social and institutional issues do not significantly discriminate among the disposal alternatives. Recommendations are provided for methods by which the issues could be considered throughout the lifecycle of a GTCC LLW disposal program.
