英文摘要	This technical report explains the procedures used during the 4-year production of the National Solar Radiation Data Base (NSRDB) (1961-1990). It is the second volume in a two-volume report on the NSRDB. The first volume, User's Guide-National Solar Radiation Data Base, provides the information needed to use the data base products. Volume 2 concentrates on results from the R&D required to producea solar radiation data base that would represent a significant update of a previous data base (SOLMET). More than 90% of the data in the NSRDB were estimated using a model--the Meteorological/Statistical (METSTAT) model. Much of Volume 2 concerns the METSTAT model and the sources of its input data. In addition, it contains results of comparisons of the NSRBD with the previous SOLMET data base.Results of the model evaluations and data base comparisons favor the use of NSRDB data over SOLMET data to select optimum sites and estimate performance for solar energy systems. The report noted that to improve data on solar radiation, 'measured' data need to become the mainstav of future data bases.
