中文摘要	随着社会经济的发展,单纯的行政规划已经不能满足水资源配置的需求,需引入市场机制,通过价值规律使水资源得以更高效、高价值的利用。本研究从干旱地区的实际情况入手,用不确定规划的方法构建水量权交易模型。该模型可在保证水资源配置收益的同时,以节水为目标,通过市场机制,实现水资源的高效配置。
英文摘要	Along with the socio-economic development, the pure administrative planning can no longer meet the demand of the water resources allocation, and then the market mechanism must be introduced to make the utilization of water resources more efficient and more valuable through the law of value. Based on the actual condition of arid region, a water rights trading model is established herein with the method of uncertainty planning. By taking water saving as the target, the high efficient allocation of water resources can be realized through the market mechanism with this model under the premise to ensure the profit from the allocation of water resources simultaneously.
