中文摘要	公路建设是西部大开发的基础工程,今后相当长的一个时期内,新疆交通基础设施建设规模将会持续扩大.大规模的公路建设,不可避免地会带来环境的负面影响.如何处理好公路建设与环境保护之间的关系,使公路建设与环境协调发展.通过近20年来新疆公路建设过程中环境保护措施实施效果的回顾性评价,对施工迹地生态保护措施,风蚀,沙化防治措施等的适用性进行分析,提出相应的改进意见,为公路建设的环境保护及其管理提供依据
英文摘要	As a basic premise of the Development of the West Regions, the scale of the transportation construction will be largely extended in Xinjiang in the relatively long time. Large-scale highway construction inevitably leads to some negative impacts on environment. It is a big task to effectively deal with the relationship between highway construction and ecological conservation and environmental protection. Based on the retrospection appraisal of the effect of the environment protective measures in highway construction in Xinjiang during the past 20 years, this paper dis-cusses the environmental impacts of highway construction and the subsistent issues of highway environmental impact assessment and environment protection management. The impacts of highway construction to environment are different from different time. During highway construction period, the main impact and destruction to environment are to occupy and divide up large area of land sources and land use change. In highway operation,a highway divides up the biological habitats. Furthermore, exhaust emission and noise are also harmful to environment. This paper analyzes the applicability of ecological conservation measures, wind erosion control measures and desertification preven-ting measures. The paper focuses mainly on the environmental issues related to the highways in Xinjiang during the construction period. Temporary road construction and destroyed areas for highway construction result in some serious impacts on environment, such as desertification and soil erosion,so it is necessary to positively take some measures for soil and water conservation. Some appropriate suggestions are also put forward for monitoring and protecting environment during highway construction
