中文摘要	根据对甘肃省情的研究,认为甘肃农业结构与资源分布不协调,种植业所占比重过高,忽视草食畜牧业可能是主要症结之一.从实施草地农业两个典型案例分析可见,要跳出既有圈子,创新粮食安全思路,须通过发展草地农业,实现从粮食经济到草业经济的转型.建议设立3个生产基地: 1)黄土高原巨型畜牧业基地; 2)以张掖为中心的山地-绿洲-荒漠耦合系统群基地; 3)甘南-临夏农牧区耦合草地畜牧业基地.
英文摘要	According to the investigation of Gansu provincial conditions,this paper points out that agricultural structure is not matching the resource distribution in Gansu and the key problem is the high proportion of planting industry and ignorance of herbivorous animal husbandry.From the analysis of two representative cases of grassland farming operation,it is necessary to adopt an innovated thinking of food security and realize the transform of the actual agricultural structure from grain economy to pastoral economy by development of grassland farming.It is suggested to establish three production bases in Gansu Province: 1) giant animal husbandry base in Loess plateau area;2) coupled system base of mountain,oasis,and desert around Zhangye;3) coupled grassland animal husbandry base in the farming and pasture area of Gannan and Linxia.
