银川市水资源胁迫与生态系统健康状况研究

中文摘要银川市地处银川平原腹地,属于北方干旱地区之一。水资源和生态环境对当地社会经济发展具有强约束力。用水资源压力指数、水资源供需平衡、生态系统健康3种方法对银川市水资源胁迫度和生态系统健康状况进行评价。结果表明:银川市人均水资源占有量为2526m^3/年,人均水资源压力属轻度缺水状态,当地地下水资源利用率为32.2%,水资源利用压力指数呈现中高压力状态,两者结果不一致的原因是城市生活和工业使用地下水,农业使用黄河水的二元用水结构造成;城市水资源利用均超过了水资源的安全线,局部年份靠近警戒线,未来城市发展受水资源胁迫度较大,大幅度农业节水会影响地下水补给,进而对银川平原生态安全构成威胁;城市生态系统健康评价结果为0.418,隶属于不健康水平,原因是组织能力(0.400)、发展能力(0.368)和生活质量(0.578)均呈不健康状态。最后,建议银川市应该以节约型和生态型理念为发展的主导思路,即在干旱区建设生态节水型城市。
英文摘要With rapid population growth and economic development as well as accelerated process of industrialization and urbanization, human beings' demand for water resources have been increasing greatly. Technological progress has greatly enhanced the water resources utilization efficiency while human activities for economic development have posed great damages to ecological environment. Ecological security has become so important that will affect the national security and social stability. Water resources shortage has put strong pressure on the regional development. This paper took Yinchuan city as a case and analyzed the degree of water resources pressure and ecological security through measuring water resources pressure index, water resources supply-demand balance, and ecosystem health. The results indicated: 1) Per capita occupation of water resources is 2 526 m^3 per year, in a slight shortage state. Utilization rate of groundwater is 32.2%, and its pressure index is in a medium-high state. This is because that groundwater is mainly consumed by living and industry, while the Yellow river water is mostly used by agriculture; 2)Water resources utilization all exceeded threshold of "safe line", even reached threshold of "warning line" in some years. The development of the city would be limited by water resources shortage in the future. The proportion of water consumption in agriculture takes for 90 percent of the total. Therefore, the ecological security of Yinchuan plain would be affected by intensive water utilization in agriculture; 3) The ecosystem health index in Yinchuan city is 0.418, at an unhealthy level. For second-class evaluation index, the index of economic development, organization capacity and living quality in Yinchuan city is 0.400, 0. 368, 0.578 respectively, all in an unhealthy state. Revivification ability of urban ecology is in a healthy state. It indicates that infrastructure and ecological construction have achieved obvious effects. At last, the paper suggests that the development of arid city should follow the principle of eco-economy. That is to say, ecological water-saving strategy is the first selection for the urban development of arid region.
