中文摘要	研究目的:探讨我国西北干旱区重要工业与旅游城市加速发展情势下土地节约和集约利用的问题和可能途径。研究方法:依据嘉峪关市国民经济和社会发展"十一五"规划的要求,在土地利用现状和各类用地集约利用潜力分析基础上,构建集约利用指标体系,从规模、结构和时序等方面提出节约集约用地的原则、用地标准及政策建议。研究发现:嘉峪关土地节约集约程度相对较低,有较大的提高潜力:嘉峪关耕地的内涵挖潜已经达到较高水平,城市人均用地218.18 m~2/人,是全国平均水平的两倍,但从城市化水平,人口规模、生产总值(GDP)、自然条件等发展需求来看,其新增用地规模控制基本在合理幅度以内。研究结论:保持现有耕地面积,通过开发整理开辟新的耕地,加强占补平衡规划和管理,是该市国土资源管理的长期任务;充分利用城市的各种优势,加大投资强度,提高各产业的用地效率,是土地政策制定和利用调控的首要目标。
英文摘要	This research addressed issues on stinting and intensive land utilizations under a speeding-up development of industrial and tourist cities in arid-region of the northwest China.Based on the "the Eleventh-five Master Planning" for social and domestic economic development and varies demands,and the analysis on both the landuse status and potentiality of intensive utilizations of landuse types,an indicative architecture for stinted and intensive land use was figured out.The principals,standards and policy suggestions according to their magnitude,structure and time phases were proposed.Due to considerably lower levels of stinted and intensity of land use,potentiality for improvement is hopefully high;Inner potentiality of tillage is in maximum,the town-area per capita is twice of the national-average standard.The conclusions are keeping the present tillage quantity,creating new tillage by land consolidating,strengthening land resource budgets and management could be the chronic objectives for the terrestrial administration authorities;Taking the advantages of the municipal in all aspects,promoting the investment and enhancing the landuse efficiencies in every enterprises may be the first strategy in landuse policy making and regulations.
