中文摘要	策勒绿洲作为干旱区典型的绿洲-荒漠交错带,面临着严重的贫困问题和生态环境问题,而其贫困也多为生态环境约束型贫困,贫困与生态环境问题往往交织在一起,互为因果.只有充分了解生态环境现状及其在农业经济发展中的地位,并在此基础上改善生态环境、打破贫困与环境之间的恶性循环才是加快策勒绿洲扶贫开发的重点.在该区贫困与生态环境现状及特点分析的基础上对生态环境以及与贫困的关系进行了比较全面的分析,重点揭示了生态环境对策勒绿洲经济发展的限制,提出了有利于该地区脱贫致富、改善生态环境条件的几点建设性建议.
英文摘要	The poverty formation was usually caused by different complicated factors, including the factors of ecological environment and resources, the factors of population, economic factors and social factors, among which the factors of ecological environment and resources were the most important ones. Cele Oasis is a typical one in arid area in Xinjiang, namely desert cross - belt, which is facted with the serious problems of poverty and ecological environment. Therefore, it is necessary to well know the present status of the to further develop agricultural economy and how to improve the comparative analysis of relationship between the poverty and the present status and characters of ecological environment in Cele area in Xinjiang was researched and investigated. Some sugestions were made on improving the conditions of ecological environment and shaking off proverty and becoming prosperous.
