中文摘要	在生态环境及资源、人口、经济和社会等因素当中，自然资源匮乏是导致策勒绿洲贫困的一个主要原因。充分了解自然资源现状及其在农业经济发展中的地位，并在此基础上提高资源的利用率是策勒绿洲加快扶贫开发的重点。在对研究区自然环境条件进行综合分析的基础上，对其资源状况，特别是对短缺的水、土地资源和能源资源进行比较全面的分析，重点揭示了这3种资源对该区经济发展的限制，并提出了建设性意见。图1，表1，参16。
英文摘要	Natural resource shortage is one of the main contribution factors of poverty in Qira oasis. Fully understanding the present status of the natural resources and their importance in agricultural economic development, and then improving the use efficieney of resources are the main points in helping the development and release from poverty for Qira oasis. After the analysis of the natural resources, specially water, land and energy of study area, constrains of the economic development in the region were pointed out and some constructive suggestions were given.
