英文摘要	Northwest China is located at inland area with arid and semi-arid climate. As the intensification of human activities, the water shortage problem in the region is becoming serious. It is predicted that the situation of water shortage will get worsening. The historical events of heavy drought show to early implement the western route project of the South-North Water Transfer can fight drought to occur.
