英文摘要	The variation of technique standard from service attribute to competitive attribute, especially when the variation of the competition of technique standard caused by economic globalization, under the propulsion of informative technology, has been raised up among regions arid countries was emphatically discussed. The strategy of criterion competition is not only the necessary choice of enterprises but also the necessary choice for enhancing the competitive ability of countries. Technological innovation is the foundation of technique standard, and the enterprise is the main part of technological innovation. Technological innovation in the information times ought to accord with the characteristics of opened age.
