中文摘要	针对新疆小城镇发展存在的问题，在分析干旱区绿洲小城镇特色和国内外小城镇投资情况的基础上，对新疆小城镇投资现状、特别是小城镇的投资效益进行了分析。在此基础上提出了未来五年新疆小城镇投资应该以国家和自治区财政资金为引导资金，以市场为导向，结合小城镇各自的实际，吸引民间投资、银行贷款、国外投资等各种社会资金来促进小城镇产业的发展，形成新疆干旱区绿洲环境条件下具有地方民族特色的小城镇经济发展投资模式。
英文摘要	In the light of the existing problems of the small town construction in Xinjian, P. R. C, on the basis of analyzing the characteristics of the small towns in the oasis of aria zone, and the small town investments of home and abroad, we have collected, analyzed and studied the data mainly from 146 typical small towffs investments in Xinjiang. We have analyzed the results of most of the small town investments in Xinjiang. Base on the study, we make guidance about the coming five-year small town investments for Xinjiang economic development. Take the state and the autonomous region financial funds as guide capital, based on the market oriented small town individual situation. Attract non governmental investments, bank loans, and the overseas investment, etc. to give an impetus to the small town industrial development. Hence form the small town investment model pattern of economic development with regional characteristics in arid zone oasis in Xinjiang.
