中文摘要分析了黑河流域水资源形成和演化特点、开发利用状况以及开发利用中引起的生态和环境问题.对流域水资源开发利用模式和下游额济纳绿洲影响进行了初步探讨.基本结论是:中游地区地表水和地下水联合开发利用,是解决经济发展和生态保护矛盾的有效途径;修建山区水库是提高水资源利用效率的理想方式;下游地区的生态移民安置工程是有效的基本措施;同时需要充分论证正义峡水库和输水渠道生态保护工程,工程的效果保护了额济纳绿洲核心地带生态,而带来外围天然植被的退化,需要进行大时空尺度的生态影响分析论证.
英文摘要The Heihe River rises in the northern piedmont of the Qilian Mountains, it is 821 km in length, and its catchment area is 1. 429*10^5 km^2. The river section upstream from the debouchure is the upper reaches and the area of runoff formation, it is 303 km in length, the annual precipitation is over 400 mm, the natural vegetation grows well, however, the deforestation and steppe degeneration exist; the river section from the debouchure to the Zhengyixia Gorge is the middles reaches, it is 185 km in length, the area is 2.56 * 10^4 km^2, it is rich in sunshine resources but in shortage of water, the annual precipitation varies in a range of 100-200 mm, and the desertification and secondary salinization exist in the peripheral regions and in the artificial oasis respectively; the river section downstream from the Zhengyixia Gorge is the lower reaches, it is 333 km in length, the area is 8.04*10^4 km^2, most of the lower reaches are sand deserts and Gobi deserts, the climate is extremely arid, the annual precipitation is less than 100 mm and less than 40 turn in the Erjina Oasis, and the ecology has been seriously degenerated. This paper discusses the characteristics of formation and cycle of water resources as well as the ecological environment problems related to the development in the Heihe River Basin. The main conclusions are that both surface water and groundwater are exploited in the middle reaches of the Heihe River. In order to alleviate the contradiction between the economic development and the ecological conservation, it is the effective ways to increase the utilization ratio of water resources in the middle reaches, construct reservoir in the mountainous region, and implement the ecological migration project in the lower reaches. The ecological conservation project of constructing the mountainous reservoir and irrigation works should be fully demonstrated, because the project construction will be able to possibly conserve the ecology in the central area of the Erjina Oasis but may result in the degeneration of the ecology and natural vegetation in the peripheral regions.
