英文摘要	Under the circumstances of the serious depravation of eco- environment in our country now,a series of measures of ecological protection has been implemented, eco-complement is one of which. As the conception of eeo-complement, the fund providing for the individuals or collectives who protect the eco- environment all belong to eco- complement. In this paper, after discussing the conception of eco-complement, use the method of combining the evaluating method of the contrast analysis and cost-profit to evaluate this policy. The concrete step is that,use the method of cost - profit to establish different indicator systems of assessing the pure profit about agriculture, stock raising, fishery before implementing the policy, and establish different indicator systems of assessing the pure profit about harnessing desert, planting tree and grass, harnessing water area. Then use the method of contrast analysis to contrast the pure profit of before and after implementing the policy to evaluate whether the measures of eco- complement is suitable.
