英文摘要 | There axe two dominant systems in arid areas, one is the natural oasis ecosystem related to the stream systems of natural rivers and lakes, and the other is the production system in artificial oases forming in the exploitation and utilization of water resources. Economic development in arid areas is generally started from the exploitation and utilization of water resources, so the development of water conservancy is the process that the space of natural ecosystems are gradually reduced by the enlargement of artificial oases. Although water conservancy is very important in arid areas, it affects greatly the ecosystems while serving the development of national economy. In this paper, a redistribution of existence right of the ecosystem of water conservancy is put forward based on the experience about the management of water resources and the practice of the management of river watersheds in arid areas. The negative effects of water conservancy on the ecosystems in arid areas should be paid a great attention so as to reduce the disturbance to the ecological environment as far as possible, the total volume of water consumption should be controlled by enhancing the management of water resources, and the industrial and professional demonstrations should be further introduced into the decision-making of redistributing water resources. It is considered that the water consumption for developing the local economy and maintaining the ecosystems in a watershed is an important index for the sustainable development of the local society, economy and ecological environment in aid areas, especially for the watersheds where the proportion of water diversion is high and there is a requirement of transfusing stream water to the lower reaches, such as in case of the lower reaches of the Tarim River in Xinjiang. Practices verify that the sustainable management of water resources in arid areas should be participated by various departments and industries, especially needs more and more scientists to participate the research work. |
