基于物元模型的西北干旱区城市环境质量综合评价--以河西走廊的张掖市为例

中文摘要在我国实施西部大开发战略以及全面建设小康社会的过程当中,西北干旱区的工业化和城市化进程将进一步加快,由此必然带来城市环境污染治理难度加大的问题.对城市环境质量进行综合评价,并分析城市环境质量变化的原因和发展趋势,是当前西北干旱区城市环境保护工作亟待加强的首要课题.针对西北干旱区城市环境的特点,选取有代表性的14个具体指标作为西北干旱区城市环境质量综合评价的指标体系.在参考国家环保总局制定的环境标准的基础上,将城市环境质量划分为5个级别,并利用物元分析理论,建立了西北干旱区城市环境质量综合评价的物元模型.以西北干旱区典型的绿洲城市张掖市为例对该模型进行了具体应用.结果表明,8年来张掖市的城市环境质量一直属于Ⅱ级,而且有总体好转的趋势,但是这一趋势并不明显.这一结果与现实成因吻合,说明所采用的指标体系和评价方法对西北干旱区城市环境质量的综合评价具有较强的应用价值和现实意义,可以在西北干旱区其它同类城市进一步推广.
英文摘要During the great development of west China, it is important to accelerate the process of industrialization and urbanization in arid areas of northwest China so as to construct a well-off society in an all-round way. As accelerating the process of industrialization and urbanization, we should pay more attention to the control of urban environmental pollution. So we are facing an important task to strengthen the study on comprehensive evaluation on environmental quality in arid areas. According to the characteristics of urbanenvironment in arid areas of northwest China, 14 indexes about water, air and noise quality are selected to develop the index system for comprehensively evaluating the urban environmental quality in arid areas. Based on the environmental standards issued by State nvironmental Protection Administration of China, urban environmental quality can be divided into 5 grades. According to the matter element analysis theory, the matter element model is developed for comprehensively evaluating urban environmental quality. In the model the grades of the urban environmental quality and the evaluating indexes as well as their eigenvalues are used to be as the matter elements. After normalizing the evaluating standards and the surveyed data, the sutra fields, controlled fields, weight coefficients and relating degrees are obtained. Based on the analysis of each relating degree, the grades of urban environmental quality are derived. According to the multi-year relating degrees, the change of urban environmental quality can be figured out. A case study on evaluating urban environmental is carried out in Zhangye City, a typical oasis city in arid area of northwest China, The results show that the urban environmental quality in Zhangye City was in grade II during the period of 1996-2003, and currently, it is continuouslyimproved. Furthermore, the urban environmental quality in Zhangye City was in grade II or grade III during the period of 1996-2000, and it was in grade II or grade I during the period of 2000-2003. The change trend,however, is not so significant. After analyzing the change and causes of urban environmental quality in Zhangye City, it is revealed that these results accord with the actuality. So the index system and the matter element model can provide an available method of comprehensively evaluating urban environmental quality in arid areas of northwest China.
