中文摘要	西北地区是我国实行西部大开发战略的重点区域,水资源稀缺不仅严重制约着该地区社会经济的发展,而且也是造成水土流失、土地退化、生态系统服务功能下降等生态环境问题产生的根本原因.如何实现水土资源的优化配置,并进一步解决农牧业发展与水土资源之间的矛盾、区域经济发展与生态环境建设的矛盾,是能否实现全面建设小康社会的关键.从水土资源优化配置的概念、内涵和基本方法出发,提出了西北地区水土资源优化配置的基本思路.认为应当重视水资源的合理与高效利用,促进经济效益与生态效益的同步提高,确保生态需水与生态安全,通过优化手段改善水土资源的配置模式.
英文摘要	Northwestern region is one of the hot areas in conducting the Strategy of Western Development. The shortage of water resource not only restricts economic growth and social progress seriously there, but also is the key reason causing eco-environmental problems such as soil and water loss, land desertification, degradation of ecosystem services and so on. Therefore, it is pivotal to fully construct a comfortable society that realizing the optimal allocation of land and water resources and, on the basis of this, solving the contradiction between the development of agriculture and animal husbandry and the land and water resources. between the regional economic growth and eco-environmental conservation. Viewing from the concept, connotation and methods of optimal allocation of land and water resources, the fundamental thoughts were provided to Northwestern regions which includes to pay much attention to the rational and efficvent utilization of the water resources, to promote synchro advance of economic and ecological benefits, to ensure ecological water requirement and ecological safety, and to improve the allocation models of land and water resources through optimal approaches.
