中文摘要	黑河流域是我国西北干旱地区主要的内陆河流域之一,近几年来,由于水资源的不合理利用而导致生态环境日益退化.位于黑河流域中游的张掖市是整个流域经济的主体,也是流域内用水量最大的地区.本文分析了张掖市产业结构现状与流域水资源短缺的矛盾,提出了应优化调整大耗水产业,大力发展节水型产业,建立节水型社会经济体系.
英文摘要	The Heihe river is one of the main terrestrial river in northwestern arid area. In recent years, irrational exploitations of water resources has led to the deterioration of ecological environment. Zhangye district, situated in the middle - reaches of the Heihe river basin, plays a principal part in the economy of whole basin and is the biggest user of water. Based on the analysis of the inconsistency between the actuality of the industrial structure and the shortage of water resources, the article proposes to optimize and adjust the industrial structure that consumes enormous water, to develop water - saving industries and to establish a water - saving economic system.
