中文摘要	黑河流域是我国西北干旱地区主要的内陆河流域之一.近年来,由于水资源的不合理利用导致生态环境日益退化,引发了一系列生态经济问题.通过结构用水研究,得出黑河流域用水结构不合理,农业用水所占比重较高,水资源利用效率较低,耗用了大量的稀缺水资源,挤占了生态用水.位于黑河流域中游的张掖市既是整个流域经济的主体,也是流域内用水量最大的地区,产业发展与生态用水矛盾突出.在分析张掖市产业发展现状与流域生态建设之间矛盾的基础上,提出了在生态用水优先的前提下,应优化调整大耗水产业,大力发展节水型产业,建立节水型社会经济系统,以实现生态环境与社会经济协调发展.
英文摘要	The Heihe River watershed is one of the typical inland watersheds in the arid regions in northwest China, it is 821 km in length, and its catchment area is 1.3 x 105 km2. It is arid in the middle and lower reaches of the Heihe River; the stream flow to the lower reaches is gradually reduced due to the population growth, eco-nomic development and excessive exploitation of water and land resources in Zhangye City. Thus, many ecologi-cal, environmental and eco-economic problems, such as the degeneration of the ecological environment, land de-sertification, reduction of the productivity of grasslands and soil salinization or alkalization, occur in the water-shed. In this paper, the structure of water consumption in the watershed is researched. The results show that the structure of water consumption in the Heihe River watershed is irrational, the proportion of water consump-tion for agriculture is high, the utilization efficiency of water resources is low, and the proportion of water con-sumption for the ecology is too low. Zhangye City located in the middle reaches is the main economic body and also the region with the highest proportion of water consumption in the watershed, and the contradiction be-tween the industrial development and the water consumption for the ecology is serious. Under the precedence of water consumption for the ecology, it is suggested to regulate and optimize the industries with high proportion of water consumption, develop the water-saving industries so as to achieve the coordinative development of the eco-logical environment, society and economy.
