中文摘要 | 甘肃省实施退耕还林还草工程取得了巨大的成就,但在具体的决策、实施与评估过程中,对地点、面积等问题的决策与评估,未能够很好地做到定位、定量,使工程效益打了折扣.3S技术的应用可以较好地防止此类问题的发生,在工程验收评估时,可以做到地点面积定位定量、类型适宜性评估准确快捷,提高工程决策实施和管理的水平. |
英文摘要 | Soil Erosion and land desertification are currently the most serious ecological problems in China, and are also the causes resulting in the frequent occurrence of floods and sand drift disasters in recent years. Considering from the social and economic sustainable development in China, the project of withdrawing from farming to afforesting and grass planting in west China is started, and the "Regulations for Withdrawing from Farming to Afforesting and Grass Planting" is issued. Thus, some great achievements in the project of withdrawing from farming to afforesting and grass planting in Gansu Province have been achieved. During the period of 1999-2001, the completed area of withdrawing from farming to afforesting and grass planting was 1.84X105 hm2, in which the areas of withdrawing from farming to afforesting and grass planting and of afforestation on the waste mountains were 1.71 X 10’ hm and 6.00 X 10 hm respectively. According to the examination and verification of State Forestry Bureau, the conservation rate of the area of withdrawing from farming to afforesting and grass planting in Gansu Province in 2000 was as high as 99. 65% . The project of withdrawing from farming to afforesting and grass planting in Gansu Province was normally started in 2002, and it is being implemented in the whole province. However, some problems exist in the decision-making, implementation and assessment of the project of withdrawing from farming to afforesting and grass planting. RS can be used to accurately distinguish the geographical locations and areas of farmlands, forestlands and grasslands; GIS and GPS can be used to analyze the local and regional natural conditions, distinguish the slope, slope-facing, water and thermal conditions, and ecological importance of farmlands, natural disasters suffered by the farmlands, etc. In this paper, the application of 3S in the project of withdrawing from farming to afforesting and grass planting is discussed. |
