中文摘要	通过对干旱区农用地无节制扩张带来的土地生态问题分析,认为新疆耕地面积近43年间有8%左右的增加,不是开荒的贡献,是节水技术以及农业科技进步促进土地集约利用的结果,也是以生态环境恶化为代价换来的.并依据干旱区生态的脆弱性特点,提出了建立稳态的经济的运行模式,来摆脱生态危机.从生态经济学的视角,阐述了干旱区绿洲土地利用适度规模的"稳态经济学"模式、最适度生态环境效益的农用地规模以及采用农业生产外部经济内部化的环境治理费用共同负担的原则来抑制无节制农地扩张或制约不合理利用土地资源的行为,同时提出了土地开发权的产权制度创新的构想.
英文摘要	In this paper, the ecological problems of croplands, resulted in by the uncontrolled enlargement of the area under cultivation in arid areas, are analyzed. It is considered that the area under cultivation in Xinjiang is enlarged for about S% in recent 43 years, which is not the contribution of land reclamation, but is the result of the development of water-saving agriculture, progress of agricultural science and technology, and intensive uti-lization o! land resources, and is obtained by degenerating the ecological environment. Based on the characteris-tics of the vulnerable ecology in arid areas, some modes are put forward for developing the stable economy so as to shake off the ecological crisis. Considering from the viewpoint of eco-economy, this paper also discusses the modes of stable economy" for the moderate-scale economic development of land use in the oases in arid areas, cropland scale with the most moderate ecological environment benefits, and the principles of jointly financing the expenses for improving the ecological environment so as to restrain the uncontrolled enlargement of the area un-der cultivation and the irrational exploitation and utilization of land resources.
