新疆生态环境建设方略研究

中文摘要影响新疆生态环境变化或主导宏观生态过程的因子是水,植被生态系统既是干旱区水资源的保育者,又是水资源的消耗者,但是这一资源的发生和发展过程对人类却具有重大意义。生态环境建设的用水策略要坚持完整的水资源观,不能仅仅只注意资源水;生态建设策略要坚持护一把、扶一把和推一把的原则,在新疆要实施三大工程,即:功能保护区建设工程、生态系统修复工程和生态系统强壮工程;生态过程与经济过程的有效融合是现代生态建设的主导思想。
英文摘要Water is the key factor to influencing the change of environment or advanced ecological process. The ecosystem of vegetation is both the nursery and the consumer of water resources in arid areas. The courses of regulation to water in mountain vegetation systems (forests and grassland) and consumption by natural oasis ecosystem play a significant role for human beings. The strategy of water using to promote the ecological environment should persist on a whole and perfect idea, i.e. the underground water, running water and river water, are not the resource water only, all are very important natural resources, and should be utilized effectively. The water of melted snow (in northern region of Xinjiang) and the heavy rainfall (in all parts of Xinjiang) was not paid enough attention in Xinjiang before "the Great Western development" launched by the central government of China. The former can be effectively used by Haloxylon sp. for their regeneration and some short life plants in the season of spring, the latter can be used by any plants in catchement system. The principles of protecting, promoting and motivating should be held on in ecosystem construction. Three kinds of ecological engineering should be carried out in Xinjiang, these are the engineering of establishing functional reserves, the engineering of ecosystem renovation, and the engineering of ecosystem enhancement. The engineering of establishing functional reserves was newly suggested by State Bureau of Environmental Protection, which protects the national ecological security. The engineering of ecosystem renovation is to help the natural ecosystem recovery from suffered status. The last engineering is to establish some new ecological engineering according to the needs of economics development. The effective coalescence of ecological process and economic process is the main goal of modern ecological construction. According to the needs of ecological engineering construction, a series researching works should be done in various region of Xinjiang.
